Insurance when purchasing a new car in Uzbekistan

  • Compulsory civil liability insurance for vehicle owners (CCLIVO) is the only mandatory policy. Without it, it is illegal to operate a vehicle;
  • Since January 1, 2026, the maximum insured amount for MTPL has been increased from 40 to 80 million soums (Resolution No. 458 dated July 23, 2025);

CCLIVO - Compulsory civil liability insurance policy

 

CCLIVO - Compulsory civil liability insurance policy is the first document, which is processed immediately after registration of the car. The absence of a policy entails administrative liability. The policy is valid for up to one year and requires annual renewal.

 

What CCLIVO covers

 

The policy protects not your car, but rather the victims of an accident you caused. The compensation is paid within 5 business days after signing the certificate of accident recognition as an insurance case. The client provides the damage assessment; the insurance company verifies it without appointing its own expert.

 

  • Damage to the property of the victim – up to 35% of the insured amount;
  •  
  • Harm to the life and health of the victim – up to 65% of the insured amount.

 

The maximum insured amount from 2026 is 80 million soums. The contract allows for the inclusion of both the owner and other persons authorized to manage the vehicle. The rate is the same for all insurers — no discounts are possible.

 

CCLIVO tariffs from January 1, 2026

 

Ассоrding to the decree of the Council of Ministers numbered 458 dated July 23, 2025 the system of CCLIVO underwent reforming: the insured amount was doubled, and rates were revised for the first time since 2019. A new coefficient system was introduced for drivers with insurance claims in the past 12 months. Base rates for a limited number of drivers:

CASCO – voluntary car insurance

 

CASCO insurance protects your own vehicle, unlike the compulsory civil liability insurance for vehicle owners (CCLIVO), which covers third-party liability. The key advantage of this policy is that compensation is paid regardless of who is found to be at fault in the accident. Even if you caused the collision, the insurance will cover the cost of repairing your vehicle.

 

What CASCO covers

 

The standard package covers a wide range of risks, including the situations where the perpetrator fled the scene. The term of payment of insurance reimbursement for some companies is from 3 banking days. The specific list of risks is specified in the contract. It should be carefully reviewed before signing.

 

  • Road accidents – regardless of the culprit;

  • Hijacking or theft of a vehicle and its components;

  • Vandalism and illegal actions of third parties;

  • Natural disasters: hail, flooding, hurricanes;

This is especially true for car loans: most banks in Uzbekistan require a valid policy as a mandatory loan condition. Exclusions from CASCO coverage

 

No policy covers everything without exceptions. The grounds for denial of payment are directly mentioned in legislation - article 7 in accordance with the resolution of the Cabinet of Ministers No. 141. The insurance company does not have the right to expand this list arbitrarily, so denials based on other grounds may be challenged.

  • Using the vehicle in competitions or as a taxi (if not specified in the contract).

 

All circumstances related to the driver's condition or traffic violations are assessed by the insurer strictly within the framework of the norms of the Cabinet of Ministers decree No. 141. The arbitrary extension of grounds for refusal is illegal. If you receive a refusal, check the ruling.
