The correct course of actions in the event of a road accident in Uzbekistan

1.      Stop, turn on the hazard lights, put up a sign (15 m in the city, 30 m outside the city);

2.      Check the injured - if there are any maims, call an ambulance immediately (103);

3.      Use your phone to take photos and video of the accident scene, do not touch the cars;

4.      Select the way of registering: Euro Protocol (if the damage is minor and the fault is undisputed) or the traffic police (102);

5.     Notify your insurance company within 3-5 business days.

 

Step 1. First steps at the scene of the accident

 

Proper behavior in the first few minutes determines whether you will receive an insurance payment and how quickly the fault will be determined. The law requires all participants to remain at the site; leaving it without registering is an administrative violation within a fine of 30 BCAs (base calculating amount). Follow these steps without waiting for instructions from other drivers.

 

Mandatory actions immediately after a collision

 

The order of steps is important here: first security, then documents. Parallel actions merely create confusion. Each point below is a legally significant requirement for traffic rules, not a recommendation.

 

  • Stop the car and do not move from the spot - this is the requirement of the Article 38 of the traffic regulations of Uzbekistan;
  •  
  • Turn on the hazard warning lights immediately;
  •  
  • Place an emergency stop sign: in a populated area – 15 m from the vehicle, outside of it – 30 m;
  •  
  • Check all participants for injuries. If there are any injuries, call 103 before any further actions;
  •  
  • Do not move vehicles, car wreckage or other objects from the accident scene.

  

If the roadway needs to be cleared before the traffic police arrive, mark the positions of the vehicles with a chalk: outline their contours, mark the braking distance, the points of contact and the direction of movement. Only after this, the cars can be moved to the roadside. All capturing actions should be documented on video – this will protect you in any potential disputes.

 

⚠ Leaving the site of an accident without registering it is a fine of 30 BCAs, even if the collision seems insignificant.

 

Step 2. Photo and video recording is the foundation of the evidence base

 

The insurance company, investigator and court rely primarily on visual materials from the accident scene. Poorly taken or incomplete photos is one of the main reasons for denial of payment or loss in court. Take pictures immediately, while the placement of vehicles and objects remains intact.

 

What and how to shoot

 

The goal of the footage is to show an objective picture: the position of the vehicles relative to the road, the extent of the damage and the circumstances leading up to the collision. Shoot from multiple angles and at a wide angle to capture the entire scene, not just the contact points.

 

  • Wide shot: both vehicles, traffic lanes, road markings, road signs, traffic lights;

  • Close-up: damage to every car on all sides;
  •  
  • State numbers of all parties involved in the accident;
  •  
  • Skid marks, debris and fluid stains on the asphalt;
  •  
  • Road surface condition (potholes, ice, no road markings), weather conditions;
  •  
  • Second driver's documents: driver's license, ID card, registration certificate, OSAGO policy and letter of attorney.

 

Record a continuous video while circling the scene of the accident. It is more convincing than a collection of disparate shots. If you have a dashcam, save the recording immediately; some devices overwrite it automatically. A dashcam video is a valuable evidence in court.

 

Eyewitnesses and bystanders

 

Make a list of witnesses’ contacts (full names, phone numbers). Your passengers have a legal status as witnesses, even if another driver or an inspector claims otherwise. If witnesses are willing to corroborate your version of events, require their data to be included in the protocol during the registration process. This right is enshrined in the administrative legislation of the Republic of Uzbekistan.

 

Step 3. European Accident Statement or DMV: how to choose

 

Choosing the way of registration is a key decision that affects the payment amount, the presence of penalties and the settlement terms. A mistake at this stage can cost tens of millions of soums. Use the table below to make the right decision.

The European Accident Statement is beneficial for minor accidents: the fine is not imposed, you do not have to go to the National Highway Traffic Safety Administration, and the process takes 30-60 minutes. However, if the damage is serious or the fault is disputed, only the traffic police department will provide the full protection of your rights and the access to the complete compensation limit. If you have a comprehensive insurance, be sure to consult with your insurer before signing the Euro Protocol.

 

⚠ If you chose the European Accident Statement and then discovered hidden damage, the registration method cannot be changed.

 

Step 4a. Registration under the European Accident Statement

 

The European Accident Statement (officially known as the Accident Notification) was introduced in Uzbekistan in November 2021. It allows you to report an accident independently, on-site, without the involvement of the State Road Safety Service. This is convenient, but requires strict adherence to the procedure – any error in the report gives the insurer the right to refuse payment.

 

The procedure for completing the European Accident Statement

 

Filling out the form takes 20-30 minutes. You can obtain the Accident Notification form from the insurance company in advance, print it from the website or fill it out in the insurer's mobile app. All sections must be completed clearly and legibly. The insurance company has the right to consider unfilled items as an incomplete document.

 

  • Complete the Accident Report form in duplicate – one for each driver.
  •  
  • Provide the information about drivers and vehicles, as well as the accident circumstances, using the questionnaire and diagram. Each driver must provide a separate explanatory note.
  •  
  • Both drivers sign the report. No changes are permitted after signing.
  •  
  • Within 4 hours, undergo a medical alcohol test at the local drug clinic.
  •  
  • Within 3 business days, submit the complete package to your insurance company: the European Accident Statement, photos/videos, application, medical examination report, copies of both drivers' licenses, registration certificates and MTPL policies.

 

The injured party has the right to order an independent damage assessment and include it into the documents individually. If there is no assessment, the insurer will order its own inspection. The assessment costs (approximately 500 000 soums) are included in the insurance payment.

 

Payment terms under the European Accident Statement

 

Once a complete set of documents is submitted, the insurer is required to review the application within 15 calendar days and transfer compensation within 5 business days since the decision. In practice, if the documents are completed properly, the payment is received in 3-7 business days. The payment is made by non-cash transfer to the bank account or in kind, by sending the car to an authorized service center for repairs.

 

⚠ Do not repair your vehicle until you receive the written permission from your insurance company, otherwise you will get a refusal of payment.

 

Step 4b. Registration of the accident by the traffic police

 

In cases of the disputed fault, serious damage, injuries or lack of the compulsory motor vehicle insurance on either side, the only option is to call a traffic police inspector. A call to 102 cannot be cancelled once connected, so firstly you should confirm that the situation truly requires intervention from DMV.

 

Waiting for the inspector

 

Before the police inspector arrives, continue to record the situation and gather contact information. Use this time productively: exchange information with the other driver, check for CCTV cameras nearby. If the roadway needs to be cleared before the inspector arrives, clarify this issue in advance by calling 102.

 

  • Exchange contact information (names and phone numbers) with all participants;

  • Record eyewitness information – it may be needed at the investigation;
  •  
  • If necessary, clear the road, outline the bodywork, wheels, and debris with a chalk, then move the cars;
  •  
  • Check the operation of the dashcam and save the recording manually.

 

If the other driver pressures you or rushes you to make a decision before the traffic police arrive, this is a warning sign. Do not agree to any on-the-spot agreements until the official paperwork is drawn up.

 

Registration with the inspector of the State Road Safety Service

 

The inspector will draw up a diagram of the accident and collect explanatory notes from all participants. These are key documents for the investigator and the court. Therefore, it is necessary to take seriously the completion. The active participation in drawing up the diagram is your right and your protection.

 

  • Participate in drawing up the accident diagram. Each line should be clear to you. If you disagree, request corrections before signing.
  •  
  • Write the explanatory note yourself. Specify speed, direction, maneuvers, road conditions, markings, signs and traffic lights.
  •  
  • Do not write at another participant or the inspector’s command.
  •  
  • Read each document before signing. If you disagree, write your comments in the appropriate column.
  •  
  • Obtain a copy of the report and a certificate of participation in the accident.

 

After completing the paperwork, the inspector will conduct a rapid alcohol test. If you are unsatisfied with the results, you have the right to request the reanalysis in the drug dispensary (blood and urine). Take a photo of the printout of the breathalyzer; it will be required by the insurance company.

 

Investigation in the National Highway Traffic Safety Administration

 

One - three days after the accident, all participants are hauled up to the Highway Traffic Safety Administration. Attendance is mandatory and must be simultaneous for all parties. Bring copies of your compulsory motor insurance policy, driver's license and vehicle documents. If you have the dashcam video or witness statements, inform the investigator and request that the materials be included in the case file.

 

The inspector will issue a referral for a damage assessment. It can be ordered in any licensed appraisal agency; the cost is approximately 500 000 soums, and the costs are included in the overall damages. The original report is submitted to the investigator. The innocent driver will receive his license back after submitting the conclusion; the offender will get the driving permit in court.

 

⚠ Do not repair your vehicle without the insurance provider's permission and until the investigation is completed.

 

Step 5. Appeal to the insurance firm

 

Every participant in a traffic accident - both the culprit and the injured person — is required to notify his insurance provider. The standard deadline is 3-5 business days from the date of the accident, but the terms of a specific policy may vary. Thus, check this deadline in advance. Breach of notice is grounds for refusal.

 

Documents required to receive insurance benefits

 

The injured party is reaching out to the perpetrator’s insurance company, not their own. The exception is CASCO: in this case, the insurer will compensate the difference between the compulsory motor insurance payment and the actual damage. Below is the standard list of documents required for filing a claim.

 

  • Insurance claim form (issued by the insurance company).
  •  
  • Copies of the applicant's passport, driver's license and registration certificate.
  •  
  • The culprit's motor vehicle insurance policy – ​​original or copy.
  •  
  • Traffic police documents: an accident report and a copy of the police protocol.
  •  
  • Court decision – if the case was adjudicated in court.
  •  
  • Bank requisites: bank name, routing number, transit account, card number and cardholder's name.

 

The insurance company is required to review your claim within 15 calendar days and make payment within 5 business days of its decision. In addition to cash compensation, you have the right to choose in-kind compensation: the insurer will send your vehicle to an authorized service center and pay for the repairs directly.

 

Special Cases

 

Not all situations fit into a standard scheme. Below there are three most common exceptions faced by drivers in Uzbekistan.

If the MTPL payment does not cover the actual damage, the difference is recovered from the at-fault party through the courts. That is why, in major accidents involving expensive vehicles, it is important to call the traffic police rather than rely on the European Accident Statement.

 

Limits on payments under the Compulsory Motor Third-Party Liability Insurance (MTPL)

 

Since 1 January 2026, the total insured amount for compulsory motor third-party liability insurance in Uzbekistan has doubled. These changes apply to all policies issued or renewed after this date. The policies in effect before 1 January 2026, retain the same limits until their expiration date.

The 35/65 ratio means that the majority of the insured amount is reserved for personal injury claims — this is essential in accidents with injuries. If property damage exceeds the limit, the difference is recovered directly from the party at fault, including through the courts or the Bureau of Forced Execution.

 

⚠ When registering under the European Accident Statement the limit for the property damage compensation remains the same — 14 million soums — regardless of the policy date. This is the key limitation of the simplified procedure.

 

Administrative responsibility for road accidents

 

The culprit of the accident bears not only civil (damage compensation), but also administrative liability. The amount of the fine depends on the amount of material damage caused and is determined in basic calculated amounts ​​(BCA). As of 2025, 1 BCA is equal to 340 000 soums.

If several participants are found at fault, the fine is imposed on each person in proportion to the damage caused. When registering under the Euro Protocol, administrative proceedings are not initiated. This is one of the main financial advantages of the simplified procedure for minor accidents.

 

✔The European protocol for damages up to 14 million soums saves up to 2 380 000 soums of the fine (7 BCAs × 340 000 soums). In addition, the driving license is retained.

 

Frequently Asked Questions (FAQ)

 

1.  Who to call after a car accident?

 

If there are injured people, first call an ambulance: 103. To call the traffic police, dial 102   or the State Road Safety Service call center: +998 71 207-14-66. A call to 102 cannot be cancelled once connected. Also, notify your insurance company – the number is written on your MTPL policy.

 

2.    Do I need to go to the traffic police after an accident?

 

If the accident was reported using the European Accident Statement, there is no need to go to the traffic police. The documents are sent directly to the insurance firm. If an inspector was called, minor accidents without injuries are drawn up on the spot, but the next day participants are invited to a survey to the Highway Traffic Safety Administration.

 

3.  What to do if the at-fault driver doesn't have MTPL?

 

Contact the Insurance Payments Guarantee Fund of Uzbekistan. The Fund compensates for damages in cases where the at-fault driver doesn't have a valid MTPL policy or flees the scene of the accident.

 

4.  Can I issue an accident under the European Protocol if one of the drivers disagree with the fault?

 

No. The European Accident Statement applies if one of the drivers fully and unconditionally admits the guilt. If the fault is disputed, the traffic police must be called.

 

5.   Can I repair my car immediately after an accident?

 

No. It is necessary to wait for a written permission from the insurance company and, if applying through the traffic police, a permit from the investigator required. Self-repairing before an inspection is a standard ground for denial of insurance coverage.
