OSGOVTS in Uzbekistan to become more expensive from January 1, 2026

New auto insurance rules will come into force in Uzbekistan from January 1, 2026, introducing higher tariffs and increased insurance coverage limits, according to a resolution of the Cabinet of Ministers reported by the National Agency of Prospective Projects.

 

On July 23, 2025, the Cabinet of Ministers of the Republic of Uzbekistan adopted Resolution No. 458 aimed at reforming the system of compulsory civil liability insurance for vehicle owners (OSGOVTS).

 

The document stipulates a twofold increase in the maximum insured amount – from 40 to 80 million soums, as well as a revision of tariffs that have been in effect since 2019. Insurance compensation will cover damage to property, as well as personal injury or death of victims of road traffic accidents.

 

From January 1, 2026, the cost of an OSGOVTS policy for a limited number of drivers will be:

 

For Tashkent and Tashkent region:

 

• Passenger car – 192,000 soums;
 

• Truck – 336,000 soums.
 

• buses and minibuses – 384 000 soums. 
 

• trams, motorcycles, scooters. tractors and other automobiles – 72 000 soums.

 

For other regions of Uzbekistan:

 

• Passenger car – 160,000 soums;

• Truck – 280,000 soums.

• buses and minibuses – 320 000 soums.

• trams, motorcycles, scooters. tractors and other automobiles – 60 000 soums.


For vehicles with foreign registration:

 

• Passenger car – 320,000 soums;

 

• Truck – 560,000 soums.

 

When issuing a policy without restricting the number of drivers, the cost doubles. Simultaneously, a new system of coefficients is being introduced for drivers who have had insurance claims in the previous 12 months.

 

The OSGOVTS (Compulsory Civil Liability Insurance for Vehicle Owners) reform in Uzbekistan aims to align the auto insurance system with current economic conditions. The increase in tariffs is accompanied by an increase in insurance payouts, digitalization of processes, and enhanced oversight, which should improve the reliability and transparency of compulsory auto insurance starting from 2026.
