In Uzbekistan, sooner or later every driver faces the choice of an insurance policy. For some, it’s just a formality, while for others, it’s a way to protect themselves from major expenses. In practice, there are usually two types of auto insurance: compulsory civil liability insurance for vehicle owners (CCLIOMV) and voluntary comprehensive car insurance, KASKO. Although both policies relate to the vehicle and road accidents, their purposes are completely different. One is needed to comply with the law and protect third parties, while the other is for the protection of the owner’s property and financial security. To make the right choice and approach the matter wisely, it is worth considering the features of each option and understanding when it is best to combine them. This will help avoid unnecessary expenses and increase your confidence behind the wheel.
OSAGO, officially known as CCLIOMV, is a compulsory civil liability insurance for vehicle owners. It is required for all vehicle owners without exception. This policy protects other road users: if the driver is at fault in an accident, the insurance company compensates the injured parties. It's important to understand that OSAGO does not cover the repair costs of the at-fault driver's vehicle - the owner is responsible for these costs.
The amount of compensation under CCLIOMV is strictly regulated. The compensation can be up to 65% of the insured amount for injury to life and health and up to 35% for property damage. This mechanism ensures a fair distribution of funds depending on the nature of the damage. Furthermore, the presence of the policy is a mandatory requirement for legal driving: its absence entails an administrative fine. Thus, CCLIOMV is a basic obligation of car owners, guaranteeing a minimum level of protection in the event of an accident.
KASKO is a voluntary comprehensive insurance that offers broader coverage. Unlike CCLIOMV, it covers the vehicle owner, not the victims of an accident. The policy covers the damage to the vehicle as a result of an accident, fire, natural disaster, falling objects, or even carjacking. An important difference is that payments are provided even if the driver is at fault in the accident.
KASKO is especially relevant for expensive cars and for new drivers. In the event of damage or total loss of the car, the owner will not have to cover large expenses. Additionally, voluntary insurance becomes mandatory when purchasing a car on credit, as banks require additional financial guarantees. The cost of the policy depends on the selected terms and the insured amount, which is usually equal to the market value of the car. Many companies complement KASKO with additional services, such as towing, taxi service, and 24-hour technical assistance. All this makes it an integrated protection instrument that can significantly reduce the owner's financial risks.
While both types of auto insurance cover the same asset - the car, they offer very different approaches to coverage. Many drivers in Uzbekistan automatically purchase CCLIOMV, without considering that it does not fully address their vehicle repair needs. On the other hand, KASKO is often perceived as an expensive add-on, even though in practice it provides a much higher level of coverage. To clearly understand when one policy is sufficient and when it is better to combine both, it is helpful to highlight the key differences between them.
• Obligation. CCLIOMV is a legal requirement; driving without it is prohibited; KASKO remains voluntary and is purchased at the owner's discretion;
• Object of protection. CCLIOMV protects the injured parties in an accident by compensating their expenses, while KASKO covers the car owner by compensating for the damage to his car;
• Range of risks. CCLIOMV covers only the consequences of road accidents, while KASKO covers fires, natural disasters, theft, and other emergency situations;
• Driver’s responsibility. With CCLIOMV the driver must cover their own losses, while KASKO provides payments even if they are at fault in the accident;
• Financial framework. The cost of CCLIOMV is fixed and regulated by the state, compensation amounts are limited, while KASKO premiums are calculated individually, and insurance compensation can reach the full value of the vehicle;
• Additional services. CCLIOMV does not provide additional services, while KASKO often includes towing, roadside assistance, and service options, which improve the ease of use of the car.
These differences help car owners make an informed choice of insurance policy and understand its true purpose. It is important to consider not only the cost of issuing it, but also the potential consequences of not having the right coverage. While the compulsory civil liability insurance for vehicle owners provides only minimal guarantees, KASKO expands the scope of financial protection and provides confidence in any circumstances. This comparative analysis shows that both policies complement each other, forming a comprehensive approach to road safety.
The optimal solution is a combination of both types of insurance. OSAGO ensures compliance with legal requirements and protects the interests of injured parties, while KASKO guarantees the safety of your property and financial stability. This approach minimizes risks, increases confidence, and avoids unexpected expenses. For car owners in Uzbekistan, this is not just a formality, but a strategic step toward safe and predictable car use.
