The compulsory car insurance is usually remembered at the most inconvenient moment–when an accident has already occurred and a quick decision needs to be made about who will pay for the damages. Meanwhile, OSAGO in Uzbekistan was originally created as a tool to avoid financial conflicts and lengthy lawsuits after an accident.
Officially, this type of insurance is called CCLIVO – compulsory civil liability insurance for vehicle owners. However, in everyday speech, it is still mentioned as OSAGO. The idea is simple: if you are at fault in an accident, the insurance company pays compensation to the injured party on your behalf.
CCLIVO is not intended for the repair of the car responsible for the accident –and this is a fundamental point that is often overlooked. The policy doesn't protect the car, but rather the driver's liability to other road users.
If an accident results in injury to people or damage to property, the insurance company pays compensation up to the established insured amount. These payments are distributed as follows:
This mechanism allows the driver to resolve the most common situations without a significant burden on the budget. Once an accident is recognized as an insured event, payments are made fairly quickly - usually within a few days.
However, there are strict limitations. Insurance payments may be denied only in cases expressly provided for in paragraph 7 of PKM No. 141. Circumstances related to the driver's condition, traffic violations or the legality of driving are assessed by the insurance company within the framework of these regulations.
Since January 1, 2026 the system of compulsory car insurance in Uzbekistan has been updated. These changes affected both the amount of insurance payouts and the cost of the policies themselves. The main goal of the reform is to bring insurance coverage closer to the actual costs of vehicle repairs and medical care for injured parties.
The key innovation is a doubling of the maximum insured amount: from 40 to 80 million soums. This has significantly expanded the scope of insurance payouts, especially in cases of serious damage.
At the same time, rates that had remained unchanged for several years were revised.
Now the cost of a policy for a limited number of authorized drivers is calculated by registration region and transport type.

If a policy is issued with no limit on the number of drivers, its price doubles. A coefficient system has also been introduced: drivers who have caused insurance claims within the past 12 months pay more when they next issue a limited policy.
Applying for CCLIVO no longer involves traveling to insurance company offices and waiting in lines. Most drivers prefer the online format – it is faster and more convenient.
The procedure is standard and takes minimal time:
1. Vehicle and owner details are entered;
2. The system automatically calculates the policy cost;
3. Payment is made in any convenient way;
4. The electronic policy is immediately available for download or sent to your email address.
The electronic document has full legal force and is registered in the state system. It can be stored on your phone - this is sufficient for verification. If lost, the file can be easily restored without re–payment.
You can purchase CCLIVO through various licensed insurance companies, including Gross Insurance, which operates nationwide and offers both online registration and consulting support.
The lack of a valid CCLIVO policy is considered an administrative violation and entails a fine. However, the consequences in the event of an accident are far more serious: without insurance, all responsibility and payments are borne directly by the driver. Based on the current repair and medical prices, such expenses can be critical.
CCLIVO is not merely a formality or a document for inspection, but a working mechanism for protecting against unexpected expenses. Following the changes that came into force in January 2026, its importance increased. The policy has become more expensive, but the level of protection has also redoubled significantly.
Essentially, CCLIVO is a driver's minimum financial shield. In addition, getting it in advance is always easier and safer than dealing with the consequences of an accident after the fact.
